    Border control ports of entry in South Africa are cooperatively managed by a number of government departments. The border control ports of entry are dependent on the uninterrupted functionality of infrastructure such as bulk water supply, water purification and standby power, and comprise facilities such as customs and immigration buildings, extended residential accommodation, vehicle inspection buildings and ablution block facilities.

    Owing to the backlog that existed in respect of the maintenance of these border control ports of entry, the relevant departments undertook a pilot project in 2001 for the repair, maintenance and upgrading of four of these ports. Virtual Consulting Engineers was appointed as consulting engineers to provide multi-disciplinary engineering services.

    The success of this pilot project resulted in the client, the Border Control Operational Coordinating Committee (BCOCC), on behalf of the South African Police Services (SAPS), the South African Revenue Services (SARS) and the Department of Home Affairs (DoH) to extend the programme to all 54 border control ports of entry and 36 border line bases in South Africa. Virtual Consulting Engineers was appointed as the programme manager for the entire programme.

    As national programme manager, Virtual Consulting Engineers devised innovative generic bid documentation to enable consistent roll-out of the repair, maintenance and upgrading programme for the 54 border control ports of entry. Subsequently, the company also provided training to 14 consulting engineering companies, which were appointed on the extended programme.

    In addition, Virtual Consulting Engineers was appointed to render multi-disciplinary consulting engineering services, i.e. civil, structural, electrical and mechanical on a total of 21 contracts to the value of R470 million. All construction work had to be performed without impacting on the operational activities of these ports of entry, some of which require 24 hours a day, 7 days a week operations.

    More than 60 contracts, to a total value of R800 million, have been implemented under the - programme management appointment of Virtual Consulting Engineers.
